ٱلَّذِينَ يُفْسِدُونَ فِى ٱلْأَرْضِ وَلَا يُصْلِحُونَ
Word by word
ٱلَّذِينَ alladhīna Those who يُفْسِدُونَ yuf'sidūna spread corruption فِى fī in ٱلْأَرْضِ l-arḍi the earth وَلَا walā and (do) not يُصْلِحُونَ yuṣ'liḥūna reform
Transliteration
Allatheena yufsidoona fee al-ardiwala yuslihoon
Translations

Who spread corruption in the earth, and reform not.

"Who make mischief in the land, and mend not (their ways)."
تفسير ابن كثير — Ismail ibn Kathir
"ولا تطيعوا أمر المسرفين الذين يفسدون في الأرض ولا يصلحون" يعني رؤساءهم وكبراءهم الدعاة لهم إلى الشرك والكفر ومخالفة الحق.
