ٱللَّهُ ٱلَّذِى يُرْسِلُ ٱلرِّيَٰحَ فَتُثِيرُ سَحَابًا فَيَبْسُطُهُۥ فِى ٱلسَّمَآءِ كَيْفَ يَشَآءُ وَيَجْعَلُهُۥ كِسَفًا فَتَرَى ٱلْوَدْقَ يَخْرُجُ مِنْ خِلَٰلِهِۦ فَإِذَآ أَصَابَ بِهِۦ مَن يَشَآءُ مِنْ عِبَادِهِۦٓ إِذَا هُمْ يَسْتَبْشِرُونَ

Word by word

ٱللَّهُ al-lahu Allah ٱلَّذِى alladhī (is) the One Who يُرْسِلُ yur'silu sends ٱلرِّيَـٰحَ l-riyāḥa the winds فَتُثِيرُ fatuthīru so they raise سَحَابًۭا saḥāban (the) clouds فَيَبْسُطُهُۥ fayabsuṭuhu then He spreads them فِى fī in ٱلسَّمَآءِ l-samāi the sky كَيْفَ kayfa how يَشَآءُ yashāu He wills وَيَجْعَلُهُۥ wayajʿaluhu and He makes them كِسَفًۭا kisafan fragments فَتَرَى fatarā so you see ٱلْوَدْقَ l-wadqa the rain يَخْرُجُ yakhruju coming forth مِنْ min from خِلَـٰلِهِۦ ۖ khilālihi their midst فَإِذَآ fa-idhā Then when أَصَابَ aṣāba He causes it to fall on بِهِۦ bihi He causes it to fall on مَن man whom يَشَآءُ yashāu He wills مِنْ min of عِبَادِهِۦٓ ʿibādihi His slaves إِذَا idhā behold هُمْ hum They يَسْتَبْشِرُونَ yastabshirūna rejoice

Transliteration

Allahu allathee yursilu arriyahafatutheeru sahaban fayabsutuhu fee assama-ikayfa yashao wayajAAaluhu kisafan fatara alwadqayakhruju min khilalihi fa-itha asaba bihiman yashao min AAibadihi itha humyastabshiroon

Allah is He Who sendeth the winds so that they raise clouds, and spreadeth them along the sky as pleaseth Him, and causeth them to break and thou seest the rain downpouring from within them. And when He maketh it to fall on whom He will of His bondmen, lo! they rejoice;

It is Allah Who sends the Winds, and they raise the Clouds: then does He spread them in the sky as He wills, and break them into fragments, until thou seest rain-drops issue from the midst thereof: then when He has made them reach such of his servants as He wills behold, they do rejoice!-

تفسير ابن كثير — Ismail ibn Kathir

يبين تعالى كيف يخلق السحاب التي ينزل منها الماء فقال : ( الله الذي يرسل الرياح فتثير سحابا ) ، إما من البحر على ما ذكره غير واحد ، أو مما يشاء الله عز وجل . ( فيبسطه في السماء كيف يشاء ) أي : يمده فيكثره وينميه ، ويجعل من القليل كثيرا ، ينشئ سحابة فترى في رأي العين مثل الترس ، ثم يبسطها حتى تملأ أرجاء الأفق . وتارة يأتي السحاب من نحو البحر ثقالا مملوءة ماء ، كما قال تعالى : ( وهو الذي يرسل الرياح بشرا بين يدي رحمته حتى إذا أقلت سحابا ثقالا سقناه لبلد ميت فأنزلنا به الماء فأخرجنا به من كل الثمرات كذلك نخرج الموتى لعلكم تذكرون ) [ الأعراف : 57 ] ، وكذلك قال هاهنا : ( الله الذي يرسل الرياح فتثير سحابا فيبسطه في السماء كيف يشاء ويجعله كسفا ) . قال مجاهد ، وأبو عمرو بن العلاء ، ومطر الوراق ، وقتادة : يعني قطعا .

وقال غيره : متراكما ، قاله الضحاك .

وقال غيره : أسود من كثرة الماء ، تراه مدلهما ثقيلا قريبا من الأرض .

وقوله ( فترى الودق يخرج من خلاله ) أي : فترى المطر - وهو القطر - يخرج من بين ذلك السحاب ، ( فإذا أصاب به من يشاء من عباده إذا هم يستبشرون ) أي : لحاجتهم إليه يفرحون بنزوله عليهم ووصوله إليهم .
