مَّا تَسْبِقُ مِنْ أُمَّةٍ أَجَلَهَا وَمَا يَسْتَـْٔخِرُونَ
Word by word
مَّا mā Not تَسْبِقُ tasbiqu (can) advance مِنْ min any أُمَّةٍ ummatin nation أَجَلَهَا ajalahā its term وَمَا wamā and not يَسْتَـْٔخِرُونَ yastakhirūna (can) delay it
Transliteration
Ma tasbiqu min ommatin ajalahawama yasta/khiroon
Translations

No nation can outstrip its term nor can they lag behind.

Neither can a people anticipate its term, nor delay it.
تفسير ابن كثير — Ismail ibn Kathir
وأنه لا يؤخر أمة حان هلاكهم عن ميقاتهم ولا يتقدمون عن مدتهم وهذا تنبيه لأهل مكة وإرشاد لهم إلى الإقلاع عما هم عليه من الشرك والعناد والإلحاد الذي يستحقون به الهلاك.
